DMV Rejected ADETS Completions Require Follow up
(This applies to agencies submitting ADETS Completions)

We have been reviewing DMV rejected ADETS e508 forms from July 1, 2007 to June 6, 2008. These forms were rejected due to the fact that the information recorded on the e508 does not match the information listed on the MVR at DMV.

Please check the ADETS e508 forms your agency submitted for approval between July 1, 2007 and June 6, 2008, to determine if follow up is required. The most common error is the conviction date. Other errors include the arrest date, arrest county and customer number. Another reason for rejections is when the court does not send a conviction to DMV. In those cases, contact the court.

Pending Changes with ADETS Implementation and Delivery

As you can see, we are embracing change in several areas to improve our system of DWI services.

This email is a heads up on changes impacting those agencies who are authorized to provide the ADETS program.

As noted in previous correspondence, the instructor requirements are increasing effective January 1, 2009. We have also piloted an evidence-based curriculum, from the Prevention Research Institute, called PRIME for Life, in 11 sites. It is the only curriculum used nationally that has received recognition from SAMHSA as an evidence-based program for this population. We recently received approval from our Commission on MH/DD/SA to use the curriculum statewide. We will be offering instructor training for existing authorized ADETS providers in the late summer and fall. We are planning to have the training in Asheville, Charlotte, Raleigh and Wilmington areas to accommodate you. The instructors will have to be employed with an authorized agency and have the proper credentials that are going into effect in January 2009.

Details will be following this month.

Expansion of New Provider Authorization process

As most of you know we offer e508 training every other month for new and existing providers. We have also been including a brief review of administrative rules in those training sessions. We have recognized the need to provide more technical assistance upfront for the authorization process to ensure quality specialized services for DWI offenders. We are expanding the application process for new providers who wish to receive our authorization. The purpose is to ensure improved adherence to the DWI specific laws, administrative rules, policies and procedures. It will include a one day orientation training, a site visit, our review of the provider application materials and finally the e508 training. I will send out the details on this process in June 2008 so that existing agencies are aware of the new process.

High Volume Phone Calls to the DWI Office

We encourage you to call our office after 10 a.m. each day to allow staff to spend uninterrupted time in the morning for processing the 508s that come in for approval daily. We receive about 600 forms weekly for approval.

If you get our voice mail, please be patient and leave a detailed message about the case you are needing assistance with. Include the name, DOB and driver's license number for e508 forms that are being held or you have concerns about. Give us a time that you may be available later the same day for call back. Please have the case file available or take a moment when we call back to get the file. Jason and I handle cases being held for review. Judy can assist you with rejected forms in most cases and other issues related to routine processing of 508s.

Our return phone call policy is to respond with 48 hours. e508s are typically processed within 48 hours. Emails are also responded to within 48 hours. We strive for progress, not perfection on meeting this guidelines. For those of you not experiencing this level of customer service, please notify me by email or other written correspondence so that we can address it.

Password resets, adding new users to the e508 system, TA about e508 data entry and registration for e508 training can be directed to Wayne Bailey at 910-202-5500.

Please do not send clients to us to see if we have precessed forms that were just sent in. Please do not send them to us to find out why we have held the 508s or why DMV has rejected the forms.

Thank you!
